Despite opposition from progressives, Nancy Pelosi is trying to revive her pay-as-you-go rule, requiring that all new spending be paid for by budget cuts or revenue offsets.

By and large, supporters of this move are not proposing cuts to the military or taxes on the wealthy. If they were to do so, then they wouldn't need PayGo.

This rule will serve to block a New Green Deal and any other major useful investment.
