The College for All Act (HR 2730 in the House, and S 1288 in the Senate) would make community college free for everyone.

It would make public colleges and universities free for families with income under $125,000.

It would make public and private, non-profit Historically Black Colleges and Universities, Hispanic-Serving Institutions, Tribal Colleges and Universities, Asian American and Native American Pacific Islander Serving Institutions, and other Minority-Serving Institutions free for families with income under $125,000.

The College for All Act would be paid for by the Tax on Wall Street Speculation Act, which puts a tax of 0.5% on stock trades, a 0.1% fee on bonds, and a 0.005% fee on derivatives.

The College for All Act matches the campaign promises of candidate Joe Biden, and even the rhetoric of President Joe Biden (making education a right, not a privilege).

So, it might be argued that passing the College for All Act will better serve President Biden's stated goal of proving democracy can work than would passing what President Biden now proposes (free community college for 2 years, plus other minor changes).

In any case, the best path to a desirable outcome, even if it ends up being a compromise, will be to clearly and passionately demand what we actually want.
