In the face of Hurricane Dorian, parts of the south-eastern United States have issued mandatory evacuation orders, but prison officials have decided not to relocate prisoners.

In the aftermath of recent hurricanes, incarcerated people have been forced to contend with their roofs being blown off from over their heads, having to wade through and even drink contaminated chest-deep water, food and medicine shortages, and maximized oppression or disciplinary measures as a result of staff shortages.
As these storms keep coming, the results will eventually include the deaths of prisoners. This is unacceptable and entirely preventable. We need to establish better practices. FEMA’s national and regional offices must implement policies to ensure adequate food and water for prisoners and immigrant detainees in advance and in the aftermath of disasters.
There is a crisis right now.
