Congress passed a National Defense Authorization Act that included limitations on the illegal and immoral U.S.-Saudi war on Yemen.
President Trump signed the bill into law but followed the George W. Bush procedure -- previously followed and expanded by Barack Obama -- of adding a "signing statement" announcing which parts of the new law he would feel free to violate.
Senator Chris Murphy has introduced an amendment to the pending National Defense Appropriations Act to put Congress's money where its mouth is by forbidding the President to spend any funds in the course of waging war on Yemen in violation of the law.

Trump's claim that the Constitution gives him the power to ignore the law is blatantly false in general and in this case in particular.
The United States has partnered with Saudi Arabia in a war in which U.S. bombs are blowing up large numbers of innocent children. The U.S. Constitution provides no presidential power to blow up busloads of kids.
The war violates the Kellogg-Briand Pact and the United Nations Charter. It is not authorized by the United Nations. No pretense has even been attempted that it is "defensive." And Trump has declared his intention to ignore limitations already imposed by Congress.
There are only two tools available to Congress when a president ignores the law, the power of the purse and the power of impeachment. It can declare itself a feckless theatrical performance group or use one of these powers.

This war has not just blown up a bus. It has also:
- Killed more than 10,000 civilians and wounded 40,000 more
- Left 22.2 million Yemenis – more than 80% of the entire population – requiring humanitarian assistance;
- Caused the loss of more than 50% of Yemen’s nighttime electricity, a key condition for maintaining hospitals, water supply systems, and communications;
- Left 8 million Yemenis on the brink of starvation;
- Produced the largest cholera outbreak in modern history.
Enough is enough. Cut off the funds for this criminal enterprise now.
