The Senate Foreign Relations Committee just held a hearing on whether Donald Trump can annihilate hundreds of millions and probably billions of people or not.

The hand-picked witnesses, all former military, all said there was some chance that if Trump ordered the nuclear annihilation of vast numbers of people, somebody might refuse to carry out the order.
Deeming that insufficient protection against global catastrophe, Senator Ed Markey advocated for his bill, which points out that the Constitution forbids presidents from launching wars that have not been declared by Congress, and which includes a ban on using any funds to violate the law by nuking North Korea.
The hearing's witnesses, and Senators from both major parties, made clear that they did not trust the president to obey laws. In fact, in launching a war, nuclear or otherwise, Trump would violate not only the Constitution but also the Kellogg-Briand Pact and the United Nations Charter. The latter also bans threatening war, which Trump does on a regular basis.
There's something very strange about discussing the U.S. Constitution and possible means of restraining a lawless U.S. President and never mentioning the tool that the Constitution provides for just that. If the risk of nuclear apocalypse, coolly referred to in this Senate hearing as "civilization threatening outcomes," doesn't justify using a tool that some of the nation's founders expected would be put to frequent use, then what does?
