In 2008 candidate Obama promised all U.S. troops out of Iraq in 16 months.

Thirty-six months into his presidency, as required by the treaty Bush had signed, Obama withdrew the last troops, after failing to convince Iraq to keep them, but left thousands of mercenaries there working for the State Department.
In June 2014, Obama began sending troops back in. By February 2015, he was up to 4,500. Now he's sending hundreds more. Former president George W. Bush supports sending them.
Changing the face of war was not enough.
